You don't break into someone's place over a water balloon, even if it hit a girl. Last time I checked, water balloons were harmless, unless they've suddenly become lethal somehow?

I don't know the force of balloons thrown from a third story. My guess would be a leg hit may cause a bruise. Of course, you'd also have to be a complete loser to think tossing water ballons at girls from the third floor is "fun".
I would think the primary danger of throwing them at a football player's girlfriend would be ticking-off said football player, which seems to have happened.
The teaser at the end of the report went something like this:
"We will have more on KSL news at 4...Bronco will issue a statement...and
SOME OF THE NEIGHBORS OF THE WATER BALLOON LAUNCHERS WILL TELL US OF SOME OF THE OTHER TROUBLE THE PAIR HAS GOTTEN INTO"
By the way, the incident was at 2-3AM at the Parkway Crossing apts. west of UVSC. The guys who started the incident are:
"22 year old Lacey Quigley and
22 year old Jason Hancock"
