Not sure where you're seeing that they have a bye ahead of BYU. The schedule I saw on the bruinsnation link shows them playing Tennessee (at home) on Sep 6 ahead of the Sep 13 matchup at BYU. Their bye week looks to come the last week of September as they play Arizona on Sep 20 and then WSU on Oct 4.
That game was moved up to Sep 1st-Labor day, and their opener was moved to another date. They'll have four or five extra days to prepare.

So their TN game becomes sort of a pre-season exhibition game. I'm guessing (maybe just hoping) they have a letdown in work ethic and enthusiasm. They'll build up emotion for the entire Fall, play TN, hopefully beat them, then just be treading water for two weeks. That's a long time to keep up the fight early in the season.
On negative side, though, moving the UCLA-Fresno State game to Sep 27 gives BYU one less game to get film on the Bruins--in fact, they'll only have the TN game. And with a new coaching staff, that film would have been really useful. Then again, the only thing the whole UCLA team will be doing on September 6 is watching BYU take apart Washington at their place, so they'll have plenty of exposure on us.
In the end, I think it's even and depends how we do against Washington--if we beat them and stay healthy, I think our momentum is more important than the extra film and prep time they have on us. Otherwise, they'll have extra time to game us and heal from whatever TN bruises. I think we beat Washington, but hope we stay healthy as we won't have a lot of healing time ahead of UCLA.
