I've lived in Minnesota for the past 5 years since graduation, and though Minnesota snows more than Provo, they do a lot better job plowing during snow storms here than they ever did in Utah. I've never needed anything more than FWD here in Minnesota--and I don't think my traction control kicked in all winter despite having 3-4 storms that dumped between 6" to 12" on us.
To answer the original question, I'd agree that FWD will generally be sufficient in Utah Co., especially if you have some good all weathers (or switch to snow tires in Dec).
