As is typical since we have no NC playoff system to decide things on the field, good arguments about Michigan & the Big10 in general can be made both ways. Same is true about BYU and the MWC.
On the other hand, the Michigan and Wisconsin bowl results indicate that the Big Ten isn't much worse than the SEC.
But college football in general and conference quality in particular is difficuly to make many generalities about because sample sizes are so small and becuase year-to-year player turnover is so high. It's relative easy to compare the Pac 10, the MWC, and the WAC because their teams play eachother fairly frequently. But that's not a meaningful comparison because each conference knows how it stacks up vis-a-vis the others. Comparing the other conferences is a little more difficult because we have to rely on a few early season non conference games and even less head-to-head bowl results. I don't think a NC playoff system will do much to help us assess top-to-bottom conference quality.
